If for intra muscular, then I'd go for 25G (much thinner needle), and 1" in length, like:

I use 23G (slightly thicker), but still painless when injecting.

Note: if you have lots of fat on the thigh, then maybe go for a 1 1/4" needle.

Regarding length and body fat - the rule of thumb is 1inch for under 90kg and 1.25/1.5 for over 90kg.
