My sister started to have strong back pains a few months ago. After being checked several times the result was: her vertebras are breaking up. She doesn't have osteoporosis and her laboratory values are perfect.
No further information. What could it be and what could be done?

No idea. There is enough information for me to understand. I suggest seeing an Alexander Teacher. It may be possible that when she is putting her knickers on that she is bending her back too much.
We can do all sorts of possible damage by trying to do things in a manner the body is not designed for. The over bending could be applying more pressure on vertebra than the vertebra like. Only investigation can determine if my suggestion is true or false.
Your sister may need to see a good neurosurgeon to avoid nerve damage from a crumbling spine such as those at that National Hospital for Neurology and Neurosurgery in London. A GP could make a referral to that hospital.
