I just saw your posts now. Yes, it's quite common to have shortness of breath and dizziness at the end stage of kidney function. Also sleep disruption, stomach upsets, and more. I would urge your partner to see a doctor sooner than later. I noticed on your earlier post that dialysis is under discussion. My husband put things off, spiraled into emergency hemodialysis (HD) virtually overnight and later switched to PD . Try hard to avoid that and plan ahead. If one does things properly, all procedures can be handled without overnight hospital stays, fewer operations, and significantly reduced stress. My husband's kidney failure was due to diabetes and his transplant center recommended he switch to PD to avoid accessing blood vessels altogether. (Calcification of the blood vessels, especially those needed for a transplant, can be problematical for diabetics.) Both types of dialysis can be done from home. HD generally uses needle insertions whereas PD always uses a permanent catheter. However, the very best option is to get a transplant and skip dialysis all together. In the US, steps to receiving a "preemptive transplant" can begin when one reaches an eGFR of 20 or below. Thankfully, my husband received a transplant a year later.
