Is this an ms symptom, and if it is, what can help please?

No one can tell if it is an MS symptom or not as they can be so variable. Your friend needs to get the problem checked out by his doctor/s for any other possible causes, and only when all other possible causes or conditions have been ruled out can anyone say "Hmmm, maybe it is his MS after all". Far too many people blame MS as a cause of something, or think that something that's bothering them is MS when it may not be, but they don't get things checked out soon enough and some things which might be easily treated are no longer so easily treated.
Not to be flip, but pretty much anything can be an MS symptom. There are some common issues, but we all get the weird things, too. In this case, I'd lean more towards getting checked out by someone who specializes in the internal organs.
I'm currently dealing with gallstones and getting tested for gastroparesis, because autoimmune disorders frequently go hand in hand with other problems. I occasionally get vibrations in different parts of my body, but they've never been painful.
I have had a lot of vibrations for the last number of years which feels much like a phone on vibrate is in my legs. It isn't painful though. MS and regular doc don't really react to it. Maybe they lump it in with tingling, numbness etc., I don't know.
