Tight foreskin

I have a weird bumpy ring near the top of my penis (on the foreskin) it's a lighter colour than the rest of my penis and I'm unable to retract if it's hard and is uncomfortable to retract when soft, it has been painful a few times but it's mostly fine and I am able to urinate without problem, is there any way I could get my foreskin to soften up instead of getting a circumcision?
