Blue veins are normal. Your penis is designed to have lots of blood flowing through it.

Those veins are there to allow plenty of blood to reach all parts of your penis to give you an erection. Unnecessarily removing the blood vessels from the body of your penis will result in weaker erections.

The only 'disposable' blood vessels are those that exclusively serve the foreskin, which can be completely safely removed with the foreskin in circumcision.

I know of no procedure, and you'd probably find no doctor prepared to do that, anyway. Why do you want these blood vessels gone?
