what's the best way to reduce that last bit of swelling and stiffness around the scar, especially around the frenulum area?
I'm ome month down the line and seeing a few bumps and blisters around the V scar which is stubborn to go away?

There is no need for ice pack on any phase of wound healing. Wound will heal faster near the body temperature. Just keep the scar moisturized next 6-18 months. Scar is like damaged tissue and can not moisturize itself similar way than intact tissue until is healed properly.

There is no benefit to be obtained by the use of ice packs which also cannot conveniently be left in situ long enough to be noticed by the body.
You should continue with the salt water soaks at least 4 times a day. Also keep the penis pointing upwards in close-fitting underwear. These will both help reduce the swelling.
If you have any stitches still in place then get them removed as they have done their job and now only serve to encourage swelling.
I have tried rolling the penis in tissue and wearing it upright for a snug fit. and the general movements with pants ensure that there is a lot of gentle squashing of that area throughout a work day. so post work it looks reasonably un swollen but it returns as soon as I hang free again after work.
