Tight foreskin, wierd bumps?

So recently I have started stretching my foreskin in order to be able to actually have sex eventually but I feel like it has just stopped stretching and is stuck in a bit of a strangle mode, I don't know if its because of this but the edges of my head when erect appear to be a bit purple when I keep it there for extended periods of time (3-6 minutes).

Its a bit different when its flaccid as it constricts further down but then my penis looks really wierd and jelly like, is this because the skin just hasnt separated? This is what I suspect as ive read about it elsewhere but I would have thought by 16 it would be normal

Lastly ive noticed that usually after masturbating or mid way through I get this kind of like extra layer of skin which comes from somewhere that I can move around a little bit which is really wierd and I haven't seen this anywhere else.

From your description it seems like your foreksin may be tight and strangling or cutting off blood supply to the glans. Meet a doc whenever possible and stop regracting your foreskin and allowing the glans to become purple . It can cause irreversible damage if extended or may lead to an emergency later. Also I am not able to understand the rest of what you have described but it is for sure that you do need a doctors consultation . All the best !
