The opening? That can be dilated by applying tension with your fingers.

If you are concerned best option is to see your Doc'.

Meanwhile you could try stretching. Use your fingers to pull the foreskin opening whilst in bath or shower. Pull skin to stretch, hold for few seconds and repeat. This is not a quick fix and sometimes cortisone creams can be required. There is no law which says to be a man your foreskin must retract.

The important thing is that it does what you want, without pain or discomfort.
