Should you be able to retract the foreskin fully when erect? And if so how do I fix it if I can’t?

I think you mean skin is rolling back

The head Is not fully on show when erect and also i can’t make it either. I can pull back all the way when not erect though.

Apply steroid cream, keep on pulling, if it doesn't work, you may need circumcision.

Your doctor can prescribe a steroid ointment for you to stretch your foreskin. That is a usual first step in dealing with your condition (known as phimosis).

Ideally, the foreskin should retract to uncover the glans. Fixing it permanently can be accomplished with easy, gentle but firm stretching. Fastest results come from 2-4 short sessions per day. A session can be 30 sec to five min. You can insert two fingertips and pull apart, or you can grip the foreskin lips and pull apart.

Thanks, it will show all of the glans when not erect but it won’t when it is erect. I shall get stretching!

You can do it. Don't cause pain and it will work.
