Red spot on penis head and white/dry/dead/flaky skin

This morning when I woke up I felt soreness on the penis head and had a red spot. I don't know how it happened... I had a morning wood and a bit precum. Maybe the precum stuck to my underwear (brief) and then the underwear detached from my penis or maybe the underwear caused this (chafing maybe), I don't know. Also when I turned the flash on I noticed that I have dry flaky dead skin (don't know what to call it) on the glans (on the right of the picture and where the frenulum is) and the redness is more apparent. Does anyone know what this red spot is?

What shall I do? I live in a rural area and don't have a car and now because of all this coronavirus nonsense there's no public transportation so I can't seek help.

I'm in the same situation. Ive Researched it and It could be a irritation from Dry masturbation or intercourse

It could be many things!! It is never wise to treat something if you are not sure what it is. This guy should seek medical help at the first opportunity if the lesion remains. This forum is not a replacement doctor’s surgery.
