No, it won't stop the blood flow. I kept mine retracted more than 15 years and my penis head aka glans is still there.
There is a medical condition called 'paraphimosis' it's different story then.
More then 15 years....😱you did not face any problem???

First I need to correct: penis head in English is glans, not glands in anyway. You can google: what gland is in mammals like human.

I have kept my foreskin pulled back behind the penis head for more than 20 years now with no problems. I did not have a tight skin so it was easy. If you have a tight foreskin there is risk for paraphimosis but you will prob be able to tell quickly if you experience painful pressure/strangling sensation, which I never did. I love having a clean exposed penis head 24/7.

I can speak only on my experience. I kept my foreskin retracted for a very long time. The glans penis and mucosal tissue got used to friction and keratinized similar way than anyone else who got circumcised.
If someone suffers premature ejaculation this may help the issue without numbing cream, antidepressants etc. There is nothing wrong to ejaculate fast, cause this is how to spread semen economically.

Different moisture-balance (drier) may also help situation with inflammation on glans area. There is no need for circumcision then.
Anatomically this is not possible for everyone. In US doctors might choose the easiest way and cut every penis they see. That's how cult of circumcision by AAP works, right?
