Have you tried the eyelid cleaning protocols for blepharitis? You do have to be consistent but I am assured the difference it makes is unbelievable!
I always smear Vaseline on my eyelids and close to the lashes in the belief that that captures a lot of the dust and pollen - it seems to help with my hay fever.

My eyelids can get really red and irritated when my meibomian glands are clogged. I use a warm compress (I have a bag that I can heat in the microwave; a washcloth soaked in warm/hot water also works).
Place the compress on your eyelids for 2-3 minutes to heat the oil in the glands. Then, massage along the lash line - start on the outside and work your way across to the inner corner - to release the clogged oil.
I also use an eyelid wash to clean my lids and along my lash line.
When I was referred for possible Sjogren's the doctor said my meibomian glands were blocked and it was affecting the lipid quality of the tear film. I use a warm, wet, flannel and then work my way along with a moist cotton bud, top and bottom, towards the inside as you say, and it has worked really well. Having said that they had already improved somewhat by going gluten and dairy free.
