I have been told by my pharmacist that there is a shortage of Quinoric. Have others experienced this? If this is the case, can we petition the government or is there anything else we can do about it?

Probably not much point petitioning the government as it is a world-wide problem with the supply of hydroxychloroquine due to Trump talking it up as a magic answer to Covid-19 (it probably isn't).
If you search the forum with hydroxychloroquine you might find past posts - I'm sure there have been but if you look at the Pinned Posts you will also see that Paul Howard has posted, updated on the 2nd April, with regard to the situation in the UK:

I had a medication review over the phone. I actually have enough hydroxychloroquine for another two months. I don’t know the pharmacist I spoke to. He mentioned that he heard of a shortage but maybe he is out of date? Let’s hope so.

Their information may have been a couple of weeks out of date - the situation is changing rapidly. There are concerns about keeping the supply stable throughout the pandemic and I've heard the price of hydroxychloroquine is skyrocketing because of the interest as a treatment for COVID-19.
