I think your GP would need to make a referral to neurologist, or the hospital that treated him initially. Good luck
To see an NHS Neurologist, as hedgehog says, your GP would need to make a referral. You can only access a Neurologist yourself as a private patient although I think they often still like a GP referral. However, I am not sure that an NHS Neurologist would provide an assessment. It depends what is required in that assessment as just like with GP's they charge for medicals for insurance purposes etc. To get my driving licence back the Neurologist only responded to info from the DVLA to confirm my Epilepsy and medication status. Obviously to get a LGV licence back is a different situation. If my driving needed to be assessed then I would have had to pay to attend a centre the does that. Am wondering if you ring Headways Helpline whether they could answer your query?
As elsewhere I think that the GP would have to refer you back to the treating neurologist.
The other thing that I note is that you say it is an LGV license that he his trying to regain and that is probably going to be the hardest battle ever! I used to hold LGV C+E license and as I have epilepsy the rules are 10 years seizure free WITHOUT medication. I do believe though that there are specific rule that would allow earlier regain of license if proven to be due to a specific even that has been fully rectified and very unlikely to re-occur. A friend of mine lost his LGV from a seizure whilst undergoing chemotherapy and took 7 years to get his back and another friend through stroke but regained after 12 months but both have to have an annual full medical and only short term license (I think 3 years for each renewal).
I know this is hard and not what you want to hear but it will be difficult.
As for the neurologists behaviour it is difficult to see how it can be excused. Was he the treating neurologist (the one that dealt with the initial TBI) or the follow up consultant? I'm only guessing here but I suspect the DVLA will take more notice of a consultant that is aware of the full medical history by direct contact with your partner. The DVLA themselves may also as him to attend a face to face medical assesment.

Tried to get appointment with brain injury and rehab specialist (I'm told he is) but first available appointment = APRIL, 3 months away. And SICK of docs (including neuros) not testing or examining or 'being able to see' what they MUST = IF real experts. Fake docs or docs not choosing to do as should? Nope: I must me MAD. Only possibility?
And SICK of being told I (ME) 'must find the solution'. Derr: would have if could have. They VERY deluded but I get told off for not trying hard enough, not being creative or clever enough. SICK of being blamed and told it's all MY fault and I'm WRONG. I know not always right but not ALWAYS wrong about EVERYTHING either. Hard to know often though... NEED TO, driving me crazy. Oh, that's WANTED?>??? By whom, for what purpose, why?
