I show signs of diabetes but my blood tests are normal?

I show signs of diabetes in that i get symptoms of pale, cold skin (especially hands and feet).. exercise makes it worse if i don't eat before it. I get a red rash on my face too which looks like irritated skin. I get blurry vision, weakness, tiredness, dizziness, rapid heart rate and when i eat something sugary it seems to help me for a while. I had blood tests done which came back normal though. Is it common for it to be missed on a blood test?

The A1c is a test of the blood sugars for the last 3-4 months.
