I do not think it substitutes walking. But there is no harm trying Pranayam. However,it should be practised under expert supervision.

I agree that there is no alternative to regular walking followed by some regular exercise . This is most important for diabetes.

pranayam is helpful especially kapalbhanti and agnisar ,internal organs(kidney,lever, pancreas,intestines) are exercised,improving blood circulation--this intern has immense benefits.This should be practised regularly for good results.
