Natural sweeteners should be preferred over artificial sweeteners.
Brown rice is a whole grain and a good source of magnesium, phosphorus, selenium, thiamine, niacin, vitamin B6, and manganese, and is high in fiber.

Artificial sweeteners are not advisable as a general rule.Particularly foods like cakes,jams,soft drinks etc laced with artificial sweeteners are to be avoided totally.However you may consider using stevia which is a natural plant based product and so considered safe. Limit to 2 to 3 tablets a day,in my opinion
Nothing is safe in the world. We have to weigh the benefit against the risk. If you are a diabetic, advised not to use refined sugar (direct source of glucose) then artificial sweetener, in moderate use, is a very good alternative to stop the hike of glucose.
A diabetic patient need not leave all foods. They can take any food in less serving size with more frequency and the total consumption must be moderate.
In regard to brown rice versus white rice we have to see the glycemic indexes of both. I think parboiled rice in moderate quantity is sufficient. You have to control carbohydrate intake not discarding it because carbohydrate is also necessary in our system.
I think moderate diet, good exercise and regular intake of medication is very much necessary to control diabetes along with regular check up and testing of blood glucose particularly Hb1AC.
