They mix (blend) with other stuff to yield a declared TTFD in a full cap. There is error in blending, filling by volume, and settling during filling and the S&H. I quit trying to divide a cap when I notice a large difference in the appearance of the contents (amount crystals vs powder), which were TTFD.
I was Director of Engineering at a Food Canning Plant. All the USDA inspector was concerned about was the amount of meat in a 6,500 lb batch of Beef Stew. There was a very small error in the volume filling. But, to limit customer complaints, we used to throw away the last 300 lb of a batch till I designed and had installed a system to pump the tail end of a batch (mostly gravy) into the next batch. (Pump-over increased production, there were 2 pumps, pumps had a divert valve (to filler or to next batch), the last 1,000 lb was diverted to next batch,)
Pills, they still blend with stuff (mainly stuff to hold together), but the blend is fixed, so it should be Ok to divide, you may see a difference in the size of a divided pill, but that should be OK when taken consecutive days.
