How can China build a hospital so quickly?

It seems to me that in the West we are stuck in a culture that prolongs needlessly the time it takes to get a new drug to market. Certainly there needs to be some controls, but we have adopted a regulatory systems which is too slow to take into account the harm being done to PwP as we wait for new therapies to get to market: time has a cost. I would like to see a "combat" research approach that may cut corners, but which would get new therapies to market much more quickly. This would include:

- the recruitment of trial subjects before the research is complete, so that the participants can go into action the moment that the research is completed, rather than delaying the start of the trial while the subjects are being recruited;

- make all data open;

- take measurements on a daily basis, or better, rather than three monthly;

- use objective measures that can be completed at home;

- trialing promising looking substances, such as curcumin and grapefruit juice, which because they aren't patentable are unlikely to be trialed;

- estimate the placebo effect, rather than having it take up to half the resource, after all the benefit we get from a therapy includes the placebo effect;

- give initial approval once basic safety has been proven, to allow the restricted entry of the therapy to the market, initially at cost price, only raising the price once the testing is concluded successfully;

- adopt an incremental approach that increases the therapeutic benefit of a drug by a few percent per year.
