Tension is a good guess. Try to relax your upper body. I have to make a concious effort, otherwise I get the exact same thing. Other than swinging your arms, your upper body shouldn't be moving much, so try to keep it floppy.
My mantra goes along the lines of: "Head up, shoulders back, relax, keep form... Breathe!"

Hi, same thing happens to me on occasions, I put it down to stress and not relaxing into the run properly.

the new podcast that they offered to graduates a couple of months back mentions lots about keeping your shoulders relaxed & keeping good "form" when you run. also, the audiofuel music that I downloaded mentions this, just when you need it mentioned
so, as andystev says, relax.
