I am just going into Week 3 but have been using the treadmill at the gym due to the icy weather and also because I pay for the gym and thought I would get my money's worth. Do you think I should be running outside or is the treadmill acceptable whilst I am working through the app. Thank you.

Many people have done this on the treadmill and that's fine- you are running after all
Some say that it is a bit of a shock when they try and switch to out doors as it feels harder. Ice is the one thing that many avoid. Running outside is much more interesting however and there is something exhilarating about being out in the cold/wet/wind/sun/dark or whatever. Also less hassle just stepping out of the door when you have a spare half hour or so.
Maybe give it a go when the ice is gone?
I agree with Helenwheels. Sure, keep running on the treadmill at the gym. But accept the fact that you'll get bored sometime soon. When that happens, start running outside. As spring arrives, you'll be able to run outside and find interesting routes to give you another incentive to run.
When the weather is cold and Icy use the gym, otherwise run outside.
I do two runs on treadmill but always try to do the third outside, harder on the knees but much more invigorating 😀😀
