After starting c25k for the third time (something always seems to happen). I finished week 1 averaging about 4.5k per run, I don't think that's too bad for a fat bloke that smokes. Although a new set of trainers is needed as they have nearly fallen to bits. Any recommendations on budget options, if I make it to the end of the course then I'm going to buy some decent running shoes.

Don't worry about pace or distance, this training plan is about building stamina and endurance and strength on which you can develop speed much more safely.
You describe yourself as a fat bloke, which means that your joints are already having to cope with extra strain, so take it easy until your body strengthens and get the best running shoes you can afford, as your legs take anything up to seven times your body weight when running downhill.
