Has anyone else's notifications stopped working?

I can see I've got some but whenever I click on the little notification bell to retrieve them the page just hangs. It's happening on my laptop and my phone. Is anyone else having the same problems?

Sporadically, I am on my iPad mainly and that is affected by it. Doesn't seem to be any particular pattern though. No probs on my phone
