Some states may allow it. Florida did back when I was living/working there, but we didn't dispense controlled substances. I was comfortable doing it when I could reasonably know what the Rx was for, was it medically necessary, and if a patient would be harmed by not filling it. I was working in the Miami area, and some South Americans would purchase their meds here. Some had problems obtaining medication where they lived, or they felt US quality control was better than whatever was available at home. This was before the large number of online pharmacies. IDK if it's still allowed.

update : we found a pharmacy in Kissimmee which is about to give away to us by only prescription but we also find a hospital less price and bought from there. thank you for your informations.
