I think it depends on what benefits your on, plus they take the money out of your benefits and pay it directly to the carer, someone who knows the ins and outs of the system will be able to advise you more so than I.
Have a look on Gov.Uk under Carers Allowance and that will give you all the rules and regulations. It is all according to what benefits you are on and also her earnings etc. Good luck with it all.x
I would say if in doubt claim anyway, nothing to loose. It is a complex system, Age UK can advice on this if you have a local office and sometimes your local social services will help or refer you to someone who can. Best Wishes

The simple answer is that, if you are disabled enough by your COPD, then you might be able to claim some financial assistance to enable you to be cared for by your partner, or by someone else.
If you are under 65 then you would have to claim PIP (personal independence allowance) and if over 65 it's AA (attendance allowance).
It's not difficult to claim, but you do need documentary evidence of the difficulties that you have in your everyday life, and you may need to attend an assessment interview to demonstrate the difficulties you have.
The forms needed are all at the GOVUK website, but for the best chance of success I'd probably like to talk to my GP and maybe even Citizens' Advice, before rushing into it.
I'm not sure how it runs with PIP, but in the case of Attendance Allowance, there are two rates of payment. One is for day care and there is a higher rate if you also need care overnight.
