Getting mobility is generally very difficult - to be eligible for enhanced mobility, which is the award required to use the motability scheme, you need to score 12 points. Assuming you have no difficulty planning and following a journey due to any kind of confusion/mental deficit/additional need/visual impairment, so can’t acquire any points that way, that means that you have to meet one of the following two criteria to be eligible:
Can stand and then move more than 1 metre but no more than 20 metres, either aided or unaided
Cannot, either aided or unaided, – (i) stand; or
(ii) move more than 1 metre.

As per Milkfairy’s reply, I should have added that ‘not being able to walk 20m’ also includes being able to walk further than that from a mechanical standpoint, but having breathlessness or other physical symptoms that occur before the limit. That still meets the criteria.
There’s nothing to stop you challenging the outcome, but if you did, you would need to provide additional evidence proving that you do meet one of the requirements above for them to come to a different decision e.g. supporting letters from medical professionals. Worst case scenario, if you’re declined and you think you could have done a much better job of the paperwork, you could always reapply and start from scratch, although I don’t know if there are any additional rules around waiting before reapplying. It is a bit of a minefield, and if you’re not familiar with completing the forms, it’s often a good idea to get support from someone that is.
I think but not sure that you have to wait 6 months before reapplying but you can appeal if you are still within the time frame and in the appeal put all the extra information.
I was awarded a PIP several years ago, it was reviewed last year and they enhanced both sections.

The mobility section is misleading. If you can walk but as a result you become breathless or get angina as a result then you can't.

Hi Milkfairy, that answers my question, they won't award me mobility because of my angina or breathlessness, which means for me I need help to be nearer to say the bank to park in town, instead I have to walk which brings on breathlessness and angina. In the Guidance to local authorities on assessing authorities eligibility of disabled people in England for concessionary bus travel from the The Transport Act 2000 it states
' it does not matter whether the severe discomfort occurs at the time of their walk or later. What counts is that the discomfort is a direct result of their attempt to walk'
This means if your symptoms become worse because of walking even if the response is delayed you qualify.
I am not sure about the regulations in Scotland.
I get worse angina at rest as a result of walking, emotional or mental stress, just being alive and breathing !
If your application is unsuccessful you can ask for a mandatory review, then appeal.
About 60% of appeals are successful.
You need to be prepared to be persistent!
Hi I got awarded PIP a couple of years ago, with the higher rates for both, I got help with the form from my council's advisory service (I am in Scotland) they were excellent, I would never had got it if I hadn't had advice, I also spent a long time online finding out about the ways to answer the questions for my face to face interview, which stood me in good stead, I didn't have to appeal, the citizens advice bureau can also help with the forms, good luck I hope you get the higher amounts it makes such a difference to me take care char
I have PIP but I have had severe spinal problems for years not just heart. You absolutely need help filling the forms. I strongly suggest you either pay a small membership fee for the Benefits and Work website or ring citizens advice. I've used Benefits and work for many years and it's been absolutely invaluable. They have members guides for filling all the forms. If you don't use just eh right words you get turned down but never give up- appeal and even go to tribunal if necessary. Read the criteria very carefully. If you can't do something "regularly and safely" say so and explain what happens. Add extra pages and detail. Last time I had 11 extra pages of information and 5 extra pages of consultants names.
Unfortunately you need to be a legal expert to get the benefits you need. I won enhanced both, but it took 2.5 years as I didn’t get help until the appealing to the Upper Tribunal stage. Free help can be available depending on your local services; unfortunately my last application coincided with savage cuts to support services. I had to pay someone, but in the end it was worth it. Hi Caravan Lover. I used to be on ESA until they changed it to PIP. The Forms are a Nightmare and a Minefield!! Anyway, filled them in and was sent for an Assessment. They gave me NO Points whatsoever!! The attitude of the Assessor was disgusting to say the least. Decided to get the help of a Money/Benefits Advisor with my Housing Association. She did a 'Mandatory Reconsideration' and they turned that down. They just want to get People off it, full stop!!She took it to a Tribunal and got me the High Rate/Enhanced Level. Even the 3 People at the Tribunal, including a Judge at the Panel, said it was disgusting!!! Get help with it, obviously my opinion of course for what it's worth! PS: I did get a Letter off my Cardiologist and Doctor at the time to take with me as Benefits Advisor suggested.
