Don’t know about other countries but I know in Italy it’s difficult to get hold of even with an EHIC card. I was hospitalised in Venice for 2 weeks and the docs wanted me to fly with oxygen, I couldn’t get hold of any, so flew without it. Also if you are flying check with the airline as to which sort of concentrater they will accept.

Depending on requirements, the best solution long term, would probably be a self purchase of a portable oxygen concentrator POC these go to 5lpm on pulse dose. and weigh in the region of 2.2/2.7kg depending on battery type.
To be considered, if flying check with airlines about battery size, some only approve single battery rather than the double. You still need sufficient battery power for one and half times the flight duration.
