My brother is 55, he just found out today his psa during a normal check was 3.1. His doctor said that was average for someone his age. I suggested he see a urologist

My younger brother's psa 3.1
It is about average. A Prostate Health Index (PHI) test may assuage your fears.
Thanks
There are very good suggestions above. But if you are really worried, he can get a Multiparametric MRI of prostate. It can detect even a very tiny tumor in prostate.
The amount of increase is as or more important as the PSA number. Does he get it checked annually? What was the prior number(s) and when. If he is taking any form of Propecia / finesteride then ANY increase no matter how small should be seen by a urologist immediately.
The costs of not acting are his life as he knows it, stay on top of this, get multiple opinions.
I really think if you PSA is above 2 you should watch it like a hawk and have a good urologist with an interest in your prostate. I have taken to asking everyone I know over 50 what their PSA is and I have not encountered anyone with a PSA over 1 in my group of friends and co-workers who do not have known prostatic disease.
Keep watching once a year....... if it spikes suddenly then have him act immediately...
Good Luck, Good Health and Good Humor.

👍I’ve heard that 4 or under is normal .
I was getting annual physicals and my GP at the time didn’t bother to tell me that my PSA went from 1 to the next year two to the next year 4. Following year I had a different GP in the same practice you stated wow your PSA was very borderline last year at 4.This GP immediately stated he wanted the PSA run as soon as possible and was a little trouble by the fact that it wasn’t turned over to a urologist to at least consult on when it was doubling that quickly. Fast forward results come back at 12.7. That was in October 2014. That’s when the voyage began. The earlier comment about the speed it’s doubling at also known as the velocity is critical. If it’s doubling rapidly GP should be handing it off to Urologist for consult at a minimum. Most GPs are just looking at the number not the velocity at which is doubling. I don’t believe it’s intentional I just believe it’s the lack of knowledge about prostate cancer that GPs just really don’t have as a rule. I don’t mean this to sound disrespectful in anyway GPs but they should know their limitations.
You shouldn’t be having a handyman look at your 80 year old electrical system in your house to determine if it’s safe or not.
At the rate that mine was doubling they should’ve had a urology consult at least. Urologist is going to want to see how quickly it’s been doubling. The data over the last few years as what should guide not just the number. Wish I had been more aware but my GPS never even mentioned the word PSA until the one song I have been doubling every year for three years straight. And so I here I am now after RP in 2014 December then on to radiation and ADT. Then to Trial then to bone Met and SBRT. And the voyage still continues. It’s worth the cost of a good urology consult. But I would investigate and find a really good urologist that may just choose to monitor it more closely. But it should be the call a good urologist not a GP. If it does turn out to be something more serious as a lot of the song is the website and found out it would’ve been much better to have the information earlier than later. Too many GPs think that prostate cancer is “slow growing “ and consider it just normal. And a large percentage of men it is slow growing up but in some others it’s not a campfire it’s a campfire that turns into a wild fire that you don’t wanna be involved in if you don’t have to. Spend a dime Havasu urologist. Hope they give him good news😎
