IEP core curriculum - during or after school?

My 7-year-old's reading scores per a learning assessment are low enough to require comprehensive intervention, such as multi-sensory Orton Gillingham curriculum. The school is willing to work to get it into her IEP but for now said they're exploring after-school options.

I feel this isn't an appropriate solution because she can barely get through a school day as it is. She won't have the stamina to concentrate on additional reading curriculum during after-school hours. She already exhibits refusal and avoidance of anything reading-related.

Is the district required by law to provide core curriculum services during school hours? Knowing this will help my argument when I respond to the IEP.

Just wanted to update this. I responded to the IEP draft and in my Parent Concerns letter that the multi-sensory reading program needs to occur during school hours and they obliged without a fight. So I'm still not sure if it's legally required, but we secured it, at any rate.
