Studies have shown that water in the food, rather than with the food will be more satiating.
So for example, better to have vegetable soup than just vegetable casserole and a glass of water.
Personally I find that having a salad (with low fat dressing) and a vegetable soup before a meal is the best way to get full and stay full, without eating too much of the main meal. In studies they call this a "preload".
How are you defining "decent size"? I eat until I AM full (and yes I include plenty of fiber veggies and healthy fat). Are you saying there is no amount that satisfies you?

Huh. Have you tried a ketogenic diet? I'm not saying it would work, cause I really don't know...just wondering. It could be the carbs setting off your insulin.
Also (speaking of wonky insulin) what about the whole intermittent fasting thing, where you don't eat at all for a long stretch, but when you do you can really stuff yourself? Like, for example, if all you ate was dinner, it could be a really big one.
I do that often (and I cheat with coffee, heavy cream, and monkfruit sweetener...though even that I hold off until at least noon for my first cup.)

If you are breastfeeding you are hungry for a reason. You should be eating healthy, but really, you shouldn't be dieting! There's plenty of time later. I agree with Penny2019, relax and enjoy your baby.
My baby is 16 months old and i know I shouldn't be dieting ... but this as cookies I just can't resist
Mwhahaha...well. Sugar is the big problem for everyone I think.
What about something like this: You can have as much snacky food as you want, but NOTHING SWEET! So, for example, you get hungry, fry yourself an egg. Or have a big pile of nuts or spoon of peanut butter (or three) or glass of milk or wedge of cheese.

Used to be a postpartum educator and lactation consultant (brief career change during my own kids' childhood). Really, you should not worry too much about nursing hunger. Hormones do crazy things!
Here is the bigger issue: not finishing the leftovers on your toddler's plate! :o)
