No - they are not.
In all cases, the prescriber must satisfy themselves it is appropriate to prescribe anything. And while that is more likely with very standard, commonly prescribed medicines, there is never a guarantee.
In some ways, I think we can see the good side - a doctor shouldn't just dumbly follow guidelines, or what another doctor prescribed. Changes of prescriber can sometimes see changes for the better.
But it is a real problem if they refuse something like T3.
Make sure you have collected all the records, letters, information so that, if there is no other option, you could try to get it prescribed by, for example, a prescriber at Roseway pharmacy. (Obviously, I'm assuming you could afford that.)
I dont believe there is a hard and fast rule about changing area/GP surgery and continuation of T3 prescription. Some members have had problems, just so that you are aware.
Would you be able to continue to see the Endo that recommended you have T3?
GPs often have no experience of prescribing T3 and so they look to an Endo for confirmation that you need it and for back up in case of issues. They may want you to see their local Endo when you arrive at the new surgery.
