I'm wondering if you drink too much, or too little water, with Levo and Lio, will it change its effects on the body. Is there a proper amount to drink with dosage?

I don't think the quantity of water you drink will have any effects on the end results, no. But, you do need to drink enough to ensure that the pill reaches the stomach and doesn't get stuck somewhere in the gullet.

I drink a glass of water. So that the pill(s) don't get stuck on the way down.

Some advice I've seen online has mentioned that some makes of Levo can dissolve or fall apart quite quickly once in contact with moisture (for example saliva in the mouth or throat), and when it does so it swells up.
I would take Levo or other thyroid meds with a generous amount of water (several mouthfuls) to make sure it reaches my stomach before it swells up.
If you're standing up when you take the pill you can easily assure whether it does go down all the way. If you're in bed sit up and do the best you can. Peace be upon all for a Happy New Year.
Some makes of levothyroxine (e.g. Levoxyl in the USA) have a tendency to puff up as soon as they are exposed to moisture. This resulted in a number of cases where patients had difficulty breathing when they attempted to swallow wthout sufficient water.
The FDA required specific advice (take with a full glass of water) to try to prevent further occurrences.
In that case, it wasn't so much knowing that it had arrived in the stomach, more making sure it didn't cause problems before arriving.
I try to balance out water with other drinks. Main choice is green or peppermint tea which I think contributes to liquid intake.
