There are very many reasons for poor conversion. Could be due to low nutrients - have you had your vit D, vit B12, folate and ferritin tested? Could be low selenium, or zinc, or an adrenal problem. Or you could have other hormones that are low, affecting conversion. Could be an infection, or a low calorie/low carb diet. Or some other medication you're taking… Or, do you have Hashi's? Hashi's people are often poor converters, and there's not much you can do about that - although you could try going gluten-free, but no guarantees that that would help... Or, it could be because your TSH is too low or your FT4 too high…
The list is endless. So, without knowing a lot more about you, it would be difficult for anyone to say with any certainty. There are things you could try, like eating more, or cutting out gluten, for example. They might work and they might not. Some people never find out why they don't convert well, and have to continue taking T3. Basically, it's all trial and error, I'm afraid.
