Why would she need PIP? She must surely still be a student?
It's a benefit that's intended to help with the extra costs of living with a long-term health condition or a disability. Many people who have been on DLA are being denied PIP when they are being reassessed. Your daughter isn't likely to be awarded it for recently diagnosed hypothyroidism.
She's recently been diagnosed with an underactive thyroid. She will have been prescribed Levothyroxine. She will be retested every 6 weeks with increases in her Levo until she reaches a dose where her symptoms should abate and she should feel well. It may take a while to reach that stage but the majority of people lead normal lives when optimally medicated.

It was a genuine question, wondering why you think she needed PIP for recently diagnosed hypothyroidism which, in many cases, once optimally medicated means we can lead a normal life. There are, of course, exceptions, but that's usually when other problems come to light and the patient is kept woefully undertreated.
