I'am not to sure but I do know Mercury pharma has lactose so avoid that its what I take.
I’ve just looked at the list provided on the Thyroid UK website and Thybon Henning is lactose free 😃
The Thyroid UK website has a couple of German pharmacies that will supply against a UK prescription (private or NHS).

Henning and Aliud are lactose-free.
Their recognition of UK prescriptions will cease at brexit.
UK Teva levothyroxine is lactose-free. Trouble is, many people find they do not tolerate it. A few say it is the best for them.

Is that certain that Brexit will affect the prescriptions in that way?
My opinion is that there is no chance whatsoever of the current cross-border prescription regime remaining in place. In time, some mutual accommodation might come about but I really don't expect it before 29/03/2019.
