High TPO can be Hashimoto's or less common can be raised due to Graves.

No, I don't think so as those are not only Graves antibodies- they are more commonly Hashomoto's antibodies. Thyroid stimulating immunoglobulin (TSI) and Thyroid stimulating hormone receptor antibody (TRAb) are the ones used to diagnose Graves, although many people with Graves have anti-TPO as well.
