Check out NICE guidance, 800iu is a maintenance dose not a therapeutic dose to raise from insufficiency. For that you need much higher loading doses, several regimes on NICE followed by 800iu daily for life.

No. 800iu is a maintenance dose for a small child with good levels already. You need a much higher dose, as you have discovered.
GPs are very poor with this, I was prescribed 800 iu too. I took advice here, googled the vit d deficiency prescribing guidelines for my area, rang back the next day and left a message quoting need for loading dose and hiw much. Heard nothing so rang back 2 days later to find practice pharmacist had approved loading dose and left a new prescription to collect (just didnt tell me).
I would go back (armed with the dosing guidelines for your area) and ask why they think you are still deficient after 3 years, what they are going to do about it and why they are not following the proper NHS dosing guidelines for deficiency.
