My view is that we might as well do the same thing every time - early as possible, water only in the morning - for all blood draws. One of the reasons is so that we are always in, as nearly as can readily be achieved, the same state. If next test we have to fast for some other reason, well, that will be one factor that doesn't change.
I have blood tests from my doctor and from a private diagnostic lab (True Health Labs) here in the US - the latter is the same as the UK Horizon. Neither sources say to fast before any thyroid test. Like helvella says below (above?) just make sure you have your tests done under the same conditions every time, e.g. before taking meds (essential), as early in the morning as you can make it, after a light breakfast, etc etc. This is so that the diurnal variations do not mask any thyroid hormone differences from one test to the next.
