Pet-Lamb, negative TPOab means your daughter doesn't have autoimmune thyroid disease (Hashimoto's) as a cause of hypothyroidism. Her TSH, FT4 and FT3 levels determine whether she is clinically hypothyroid. Some people have very elevated antibodies but aren't clinically hypothyroid although they will become so eventually.

They didn't give her Ft3 we don't know yet if it was taken
She had partial thyroidectomy 11 years ago not on any medication
Pet-Lamb, TSH and FT4 are pretty normal for someone not on medication. TSH is very slightly higher than euthyroid and FT4 ideally would be a little higher too but your daughter's remaining thyroid lobe is coping well.
If your daughter is symptomatic she should ask her GP to test ferritin, vitamin D, B12 and folate. Low levels cause musculoskeletal pain, fatigue and low mood similar to hypothyroid symptoms.
