My OH has a mild thyroid problem and two years ago was given Levothyroxine to help with it (he had not had any symptoms, it just showed up in a blood test). He was gradually increased up to 100mg and within days his tinnitus was so bad that whilst we were on our holiday in Spain he felt suicidal! He stopped taking the levo and his doctor, although not accepting there was a link, agreed as his thyroid levels weren't at a serious level. He has not been on any further meds for his thyroid since and has no symptoms at all. His tinnitus is still a problem and he has a white noise generator to help him habitualise it.
It is surprising how a medication can cause another problem. I'm sorry his tinnitus is still bad.
Just keep a watchful eye on your husband's thyroid blood tests, even though the GP said they're not high. When he is due for a new one, get a print-out of his test which he should have as early as possible as a thyroid hormone deficiency can also cause other serious problems, i.e. heart etc. It is quite insidious and creeps up slowly. Your GP would have to prescribe something other than levothyroxine next time.
At the same time his Vit B12, Vit D, iron, ferritin and folate should be checked. Excerpt from following link:
Common symptoms include tiredness, lethargy, feeling faint, becoming breathless.
Less common symptoms include headaches, a thumping heart (palpitations), altered taste, loss of appetite, and ringing in the ears (tinnitus).
You may look pale.
When a 1000 people who belong to PAS = Pernicious Anaemia Society - were asked about their most troublesome symptom - most replied Tinnitus.
This is mentioned in the book by Martyn Hooper who runs the Society. His book - Pernicious Anaemia The Forgotten Illness and B12 Deficiency - is a MUST read for everyone....
Could be low B12. Or low magnesium.
Best to get the B12 tested. Magnesium tests are expensive and not very helpful, try taking a supplement anyway and see if it helps. Most people are low in magnesium.
If you do supplement with magnesium, take a little zinc with it. If you supplement with B12 (after the test), take a B complex with it to keep the Bs balanced.

Bought extra strength multi vitamin from holand & Barrett's .. I'm low but within range of b12, so I'll give these bad boys a month.. So big I'm not sure what end they go into..
