It is 'normal' but might not be right for you. Apparently the TSH test was never intended to be used to dose patients. The dose should be increased until symptoms are gone, preferably within range but not necessarily. The only way to know if you are being over-replace once you are on a higher dose, is to test free T3. A TSH below range does not necessarily mean you are on too high a dose. Only the free T3 test can tell you that. Please do try and persuade your GP to increase your dose. There is plenty of scope for an increase, even within the TSH range

If you email louise.warvill@thyroiduk.org and ask for a copy of the Pulse Online article by Dr Toft of the British Thyroid Association and give a copy to your GP, pointing out that it is recommended that the TSH is below 1.
