Yes, STI’s not only contracted via semen.

Ok thanks. What is the likelihood of chlamydia or gonorrhea being contracted via the precum? And a further question. Could either of these lay dormant for several years and then produce a random symton?

I believe chlamydia can lay dormant not sure about gonorrhoea, unsure about pre cum, my suggestion would be to attend your local gum clinic if you have any concerns or showing some sort of symptoms.
