Welcome to the site.
Bell's Palsy is treatable with steroids.

This site is really for PSP and CBD both severe neurodegenerative disorders.
Having said that I'm sure we would all pile in to help with specific questions.
Is the person wheelchair bound?
Can the eat OK?
I don't know a lot about Bell's Palsy, but I'm guessing it doesn't affect the person capacity to think or walk and do things?

I had it about 10 years ago. The palsy got better without treatment in about 2 weeks - I understand I was lucky. Many people have it for a few months. I had trouble drinking and needed to tape my eye closed at night and wear an eye patch all the time.
