Whoever bred it I imagine - no, the importer to the UK, it comes from Germany originally and has slightly different names in different countries:

My favourite Rose - I came across it in 1966 when I used it for my wedding bouquet 56 years ago. Have one in my garden too. Enjoy!

I bought a 'Nye Bevan' last year as part of the price went to the NHS - love it but it is a pale yellow with a heavily scented.

All mine, except Superstar, Arthur Bell (now 35 years old) and Pink Perpetua (also 35 years old) the rest are David Austin.
