They do lose their effectiveness after their use by date. I've even found some batches that become less effective a few months BEFORE their date. They won't do you any harm, but may not do any good, either. Better to buy a fresh supply if you can.

My last batch of B12 (100 ampules) which I received in the 9th Dec 2023 has a use by date of March 2024. Not good given the cost!

That's how I came to have a lot of out-of-date stock. Amazon.de stock gives me 2 years before expiry.
What are you paying for 1mg ampules of hydroxo on Amazon.de? Do you have a link?
I would not use them.
I would say no, buy new. If you are in the UK and ordering from Germany using panpharma b12 depot I have been unable to buy this week as out of stock everywhere I look. I just ordered Pascoe to try out. Also my stock of panpharma that was dated use by April 23 seemed to have lost potency before end of April so now I would never use out of date. Sorry for long post
