Every waking moment of every day all I want to do is lay down and sleep. I know I will not sleep if I lay down so I do what I can in a fog. When I can be observed as sleeping that is not what is happening and when I wake up I just want to sleep but know I can not. Repeat endlessly with no relief.

yes that sums it up nicely (or not!)
I have spells of this Wizard usually when I am stressed or due my shot. I try not to doze after 6pm or I lay awake most of the night. I find going to bed earlier and reading a book [no ipad] helps. It feels at these times that your body is fatigued but your mind is playing tricks.
Warm milk think happy thoughts and try to drift off if you can which I know is easier said than done. Brain fog is a dreadful thing to deal with and I feel your pain. Take care
Slightly off at a tangent, for anyone who might be reading this.. B12 deficiency can cause terrible fatigue, but if having constant symptoms of tiredness / sleepiness / irritability etc then it is worth also ruling out issues like obstructive sleep apnoea (OSA). It is quite possible to have this alongside B12D (I have).
Things to look out for include: waking with a headache, gasping for air when waking up, snorting / snoring / stopping breathing when sleeping (ask your partner if this happens to you) etc..
If you recognise any of these things, you ought to see your GP. It is important to get treatment if someone has OSA, as untreated it can lead to serious health consequences.
Sorry for the off-tangent post, but thought it was worth saying!
