Doesn't sound like skin cancer but you should definitely see your doctor to be sure.

it's like a 1.5 cm round pink-red dot on my wrist which seems to have some liquid beneath it, looks like a bulla only it's red
It sounds much more like a reaction to sun than anything else, but always see your doctor if you are worried. My experience of skin cancers is that they take a long time to develop, and don't generally take that form.
I think the CT scan is very unlikely to have caused this, and in such a short time. i read a report on them recently that said
" Based on such data, a 2006 report from the National Research Council has estimated that exposure to 10 mSv—the approximate dose from a CT scan—increases the lifetime risk of developing any cancer by 0.1 percent. Using the same basic information, the U.S. Food and Drug Administration concluded that 10 mSv increases the risk of a fatal cancer by 0.05 percent. Because these risks are tiny compared with the natural incidence of cancer in the general population, they do not seem alarming. Any one person in the U.S. has a 20 percent chance of dying from cancer. Therefore, a single CT scan increases the average patient's risk of developing a fatal tumor from 20 to 20.05 percent"

I currently have a big blood patch on my arm. I get this frequently and eventually the blood gets absorbed into the skin. I think, not sure, that it is caused by pain medications and steroids.
Definitely go to the doctors to get it checked. I am not sure what your is as I'm a not a doctor but I have had something similar, but not on my wrists. Fluid filled blisters, sometimes very squishy closer to the surface, and other ones quite firm and deeper. My Rheumy said they were ganglion cysts. It was explained that when you have a lot of inflammation the synovial fluid leaks out of your joint capsule and the released liquid form the ganglion cyst. More simply, its synovial fluid that has leaked out of your joint and had no where to go, so it forms a lump. They are harmless and go up and down, pop up, then disappear...
