no hospital treatment referrals from doctors to NHS Worcester Royal yet the NHS self referral web site require referral ref number?

My doctor wants me to have an MRI scan to determine what is causing the extreme knee pain, however he cannot refer me due to the current policy at Worcester Royal. Yet the NHS self referral web site states I require a referral reference number. in limbo or what!

Have you had an x-ray? A little while back the surgery I work at had notifications from our local hospitals that it is the radiology dept who decide after x-ray if an MRI is required. I'd get back to GP. They must sort it out for you. Good luck

Thanks, my GP is as angry as I am, I have asked my local MP for advice and guidance as to where I go now to get some treatment.
