Could the 'average' citizen tell you who runs the NHS?

Obviously there's a structure in place as you can see here: nhs.uk/NHSEngland/thenhs/ab... that should tell you. But as in the BBC today bbc.co.uk/news/health-23423798 there seems to be a question around the clarity of leadership and accountability.

I think right now people find it difficult. Personally, I would like to have a better idea of who is running services in my area. I've heard about the new CCGs but I doubt the average person would know who they are. What exactly is it they are doing and how do I get in touch with them. Right now they have no online presence that could help people understand what's going on.

I've worked in over 15 different NHS hospitals and over that time not once did I see a Chief Executive on the 'shop floor' of a ward or clinic - as you would expect to in a private company.

In almost every hospital I worked in I did not know the name of the Chief Executive. Leadership is non-existent from top to bottom in the NHS. There are isolated silos of power (management, clinicians etc) but there is no central layer of responsibility and accountability. Read the Francis report for further details.

The average citizen has no idea what's happened to the NHS since April 1st - acronyms like CCG mean nothing to anyone outside the sphere of healthcare provision. Despite endles positive PR spins on the new set up, Joe Public couldn't explain anything about commissioning services let alone the remit of NHS England. It's all totally removed from them.
